After a large apartment complex proposed for downtown Asheville was rejected last month, the developer has returned with three changes for City Council approval, including double the affordable housing units. 

The Avery proposed 187 units at the corner of Clingman and Hilliard avenues, including about 14,000 square feet of commercial space in two buildings with 204 parking spaces.
